The Codebloom bot should have a /leaderboard command (make sure this is visible like other Discord commands)
This command should essentially re-send the same leaderboard embed that we send in our weekly leaderboard message
This command should be rate-limited within our server to only be allowed once every 60 minutes. (The rate-limit message should be ephemeral)
