We have an indicator on the user profile page that indicates that they are viewing a specific submission window

We want to add some sort of indicator in this page as well

The ideal solution would be to render a small time icon on the top right of the Filters Button that indicates that a time range is enabled

AC:

• The timer icon should only be visible when a date range is applied
• When the icon is hovered over (only on Desktop, explicitly disable this on mobile) show the same message that is on the User profile page
• The timer icon should be large enough to be visible clearly on desktop & mobile
